Lucy said that if “We” want any control of the Sammamish Valley, Woodinville must take control of the valley through annexation. What Lucy meant was that “She” wants control of the Sammamish Valley. That is why she personally went to the King County council on behalf of the property owners seeking UGB adjustments and begged for control of the Valley. If Lucy was interested in protecting the Sammamish Valley, she would be applauding King County’s efforts to maintain the rural and agricultural zoning. She would not be seeking annexation that would result in commercialization of this land.
