"In response to numerous complaints about a "foul" odor in Snohomish County this week, an Agency inspector investigated potential sources of the odor. After visiting various sites, speaking with people in the area and literally "following his nose" our inspector concluded that in all probability, the odor is the result of agricultural activity involving the spreading of chicken manure as fertilizer by local farmers. This type of activity is exempt from Washington State odor laws, which means there is no legal recourse the Clean Air Agency can take."
