City Council to Consider Woodin Creek Village, Business Zoning Changes

The Woodinville City Council meets at 7 p.m. Tuesday.

The Woodinville City Council on Tuesday will consider approving the Woodin Creek Village development agreement, which outlines a 10-year development plan of about 800 multi-family residential units and 60,000 square feet of retail/commercial space.

City staff is recommending that the council reopen the public hearing at its Tuesday night meeting and then approve the project, which would redevelop the 20.5-acre Canterbury Mobile Home Park at 17300 1351h Ave. N.E., according to the council agenda.

Also on Tuesday’s agenda is a public hearing on proposed changes to uses permitted in the general business and central business district zones.

Three years ago, the City Council established new mixed-use development standards for the Downtown Area and determined that certain uses weren’t compatible with the new regulations, according to council agenda materials. Earlier this year, the council passed a moratorium on many uses so the Planning Commission could review the matter. The moratorium expires in July.

The Planning Commission voted 6-0 in early April to recommend the Council adopt its version of the new ordinance. City staff recommendations, though, differ in 10 areas.

The Planning Commission also recommended that the Council consider allowing for expansion of nonconforming uses, which the code currently does not allow and which is contrary to Washington Land Use Law, according to Council meeting materials.

Also on the council’s consent calendar for Tuesday:

Approve an additional $40,000 in possible special land use legal services related to appealing Snohomish County’s proposal to develop the Wellington Hills Golf Course into a park.

•Approve a settlement agreement for the Woodridge Subdivision that would have the developer install curb, gutter and sidewalk along the development in the 15200 block of Woodinville Duvall Road instead of a previously required “recreation tract” that included a play structure.

•Review and approve the 2013 work plan for the Parks and Recreation Commission.

•Approve the 2013 Tree Board Work Plan.

•Review and approve the 2013 Planning Commission work plan, which includes numerous development and land-use topics.
