WADOT should be required to meet DBE participation goal rather that is "Low Bid"Read More contractors, especially on large civil projects that generally do not lend themselves to easily achieving DBE participation, without "make work contracting or shill proceedures". Who established this 8% goal anyway? How realistic is it? Did not referendum 200 or other regulations void this attempts of "Washington State Big government" to legislate ethical & moral contracting & subcontracting?

The "Government" should have had a private company with a proven track record build this program. This is nothing more than a giveaway to the insurance companies. I will pay them i.e. $500 a month, then I will pay my doctor until I reach my high deductible, say $5,000. In essence I am now paying them both. What a scam.
